THE RESPONSE
2016: The International Convention for the Safety of Life at Sea (SOLAS) requires a Verified Gross Mass for every shipping container.

2018: Australian Heavy Vehicle National Law establishes a Chain of Responsibility for safe transportation, with significant penalties.
